HOG is available for download under the GNU license. HOG is currently available as a download only; there is no anonymous CVS acces. We expect that HOG will primarily be used as a base library, which means that most users will not need to modify the basic HOG code. But, if you are interested in improving the basic libraries, please contact me and we can try to make suitable arrangements.

Note: A new, expanded version of HOG will soon be available. The new version is fully building, but needs additional work on documentation, and the nightly build needs to be updated. Anonymous SVN access will be available.
